Uglavaria (/ˌuːɡləˈveriːə/ oo-GAH-la-var-ee-ə), referred to in formal statements as The United Gallus Kingdom of Uglavaria, is a self-declared independent state that exists as an enclave of Romania, partly situated on the coast of the Black Sea. Since its declaration of independence in 1979, it has been governed as a feudal monarchist state by its founder Urgallus Gallus. Continuing international demands that Gallus withdraw from the territory and a restoration of Romanian soverignty are routinely ignored.

The kingdom as a whole has a minimal human population (no official census has been taken), with chickens outnumbering humans by an estimated factor of seventy to one. Chickens are granted enormous freedoms and protections by the kingdom decrees, and the killing or plucking of any chicken is a death penalty offence, making the kingdom enormously popular within the Poultry Rights movement.

The capital and only city in Uglavaria is Uglarit, which was originally constructed to be human barrier around Gallus's impregnable fortress, where he is suspected to be stockpiling weapons of mass destruction.

Etymology

According to public statements on the status of the kingdom, the name "Uglavaria" is a portmanteau of ugla (/ˌuːɡləˈ/, oo-gah-la), held to have been the first sound that Urgallus Gallus uttered after resurfacing from an undersea prison, and which he assumed to be his own true name, and varia, from the Latin "diverse, various". The literature of the kingdom says specifically: "as his excellency Urgallus Gallus is the Ugla, the forever name, the immortal echo; and as his excellency Urgallus Gallus is one body and one soul with the varia of his kingdom; it is thus so that they in one so share the forever name Uglavaria."

History

Previously part of the territory of Romania, Uglavaria was quickly conquered and partitioned off in 1979 by Urgallus Gallus. Gallus maintains that all of the territory held is his by historic right, though no international body or nation accepts the legitimacy of his claim.

Government and Politics

There is no formal government in Uglavaria, and no governance save for the dictates of Gallus. Segments of the human population that do not obey orders are subjected to a Hypnobeam; this is said to be rare, typically reserved for forcing large numbers of them are required for labour purposes that cannot be completed by kingdom robochs.

In recent years, citing concerns about human over-population and disease, Gallus has instituted a DOTS (death-on-the-spot) policy; the UN has decried the policy, claiming it has been effected solely in order to combat crimes against his ego. It is estimated there have been at least eighty DOTS executions carried out since 2010, including the public burning of the Vjtis Totam Show host and crew.

Despite the fact there is little formal law in the country and the potential of harsh crackdowns, there are a number of political factions that exist within Uglavaria, many of which are said to be sanctioned and financed by Gallus for the sole purpose of aggravating the outside world. Most notable of these factions is the Uglavarian Vegitable Rights Movement, a group dedicated to the promotion of Vegitable Rights, and its bitter rival, the Happy Farmer Plant-Eaters' Alliance, dedicated to the domestication of all plants and total veganism.
