Zebalon (/zibɑlɒn/) is a self-declared independent state based in the Col archipelago that is informally recognised as an autonomous region, despite lack of legal recognition by international or state actors. The government of Zebalon regards itself as the legitimate representative body of all Mollkins, regardless of whether they live in the state, and have declared their nation to be one "without absolute geographic boundaries".

In 2012, Shahab H. relocated the first group of Mollkin settlers to the main island via a cargo ship acquired with funds raised within the Mutant Jazz community. Since then, the territory has been governed by H (as "Executive President") and the Mollkin Rights Council, which maintains ties with several NGOs and foreign governments, but presently does not plan to officially welcome any dignitaries, as part of their "Mollkin-first" policy.

The regime has been criticized for their insistence on actively neglecting the rights of non-Mollkins in their legal system and civil enforcement. In a statement of their official position, Shabab H. wrote: "it has been long accepted as a fact of scientific observation that we, as Mollkins, are not true homo sapiens; indeed, we are treated and classified as non-human, in-human. If our ancestors were once Homo sapien, we are now known as Homo sacer to their children. Our rights are those of mutants: the right to be neglected; the right to be kept as property; the right to be destroyed. It has been said we ought to defy this, that we ought to insist on our humanity, but this we can not and shall not do. With absolute conviction, we embrace wholeheartedly our station as Homo sacer within your order. Let it be known we are not Homo sapiens: we are grander and greater; we are the next paramount mutation. In this light, it must be asserted that Mollkin rights are the only rights which have any value to us. So long as there is a single human being who rejects our right of being and identity, we will refuse all of humanity."

Despite the lack of legal protections, the main island does support a small trade in "human" tourism, offering an olive branch to "elect persons" who are able to pay large sums "for the cause of Zebalon."

Connection to Hizmollka

The horrorist organization Hizmollka have publicly supported the Zebalon government on several occasions, and many members of the outlaw group do now reside in Prim; however, the official policy of Hizmollka, as handed down by Unsama Ben Mollkin and his successors, is that theirs is the sole legitimate representation of the "freedom and aspiration of the Mollkin."
