This banana yellow VW Caddy may have seen better days, it may roll a little slower than most cars in the road, but it has a secret power: it is also a BOAT. Is the bridge out? Just coast over the river! Is the road flooded? No problem for you! This baby drives on land or water! Better yet, the kook-modified engine can burn just about anything as fuel.
Ignore Flood events. Add +2 to every movement roll, or DOUBLE your movement rolls by putting the pedal to the metal -- which, really, just makes you go as fast as other cars on the road. Roll 1d6 every turn: on a 1, and you are Pursued by the Cops (event card) for rolling around in your not-street-legal ride (and, remember, if you end up in Jail, you lose the car); and on a 6, the car breaks down for some unfair reason, but can be repaired with another roll of 6 (retry once per turn).
