Found by Khonnor & Ikipr at a Hindu Temple near OSK, and at a shrine for the God Gopi. There were obvious signs of recent ritual's having been performed. An offering of Tobacco was given before the Cup was granted. It is perpetually refilled by a staff of attendant Star Goddess waitresses.

Gopi needs a smoke man, he obviously loves to get crunk.
