The poor elite, otherwise known as "dumpster divers" reign the shadows of major cities. A hierarchy of the poor is known among dumpster divers. A scrounger is typically a person who sells whatever he finds for boose and drugs. A scavanger typically picks up items for a short while and then lets them go when a better item comes along. Scavengers are also known as pack rats. Then there are the poor elite, or dumpster elite who uphold the integrity of the dumpster divers. These dumpster divers are true to the streets and laws by literally living from dumpster to dumpster trying to survive, never getting high.
