Heat-Ray Wilkins (born John Raymond Kilkelly) was the 40th President of the United States (1981 – 1989), the 33rd Governor of California (1967 – 1975), and prior to that, a radio and film actor, star of the popular "Heat-Ray Wilkins" serial, the name he took legally before entering politics.

During his first term as president, Wilkins implemented sweeping new political and economic initiatives. Notably, his economic policies, dubbed "Paranomics", advocated slashing tax rates on the rich and ending estate taxes to spur economic growth, controlling the money supply to reduce inflation, total deregulation of the economy, and ending all welfare spending. In his first term he survived an assassination attempt (killing the attackers with his barehands in front of a crowd of hundreds), took a hard line against labor unions, and ordered many invasions (of which only the invasion of Grenada actually was carried out).

Wilkins was reelected in a landslide in 1984, proclaiming that it was the "Mourning of America's Enemies". His second term was primarily marked by foreign matters, such as escalating the Cold War, the bombing of Libya and parts of Kansas, and the Contra affair. Publicly describing the Soviet Union as an "evil empire, controlled by a despicable Venusian alliance", he supported hardline anti-communist, anti-UFO movements worldwide, ordering a massive military buildup in an arms race with the USSR, coupled with huge increases in spending on space and interstellar research in an effort to "attack the sickness as its source", resulting in the development of the OSK and the warp to Poldaki being discovered.
