Elmer Catwater is a character in a narrative called A miner trade war who somehow becomes aware of the narration and wants his horrible story to end.
At the Infictive County Courthouse:
Otto argues that he is more of a reporter than a creator and has no authority to end the story. He viewed it and reported it and that is all.
Catwater has made a fairly interesting argument that his privacy was violated by Otto's observations. Had it not been for Otto's reporting there would be very little chance of Elmer Catwater's nightmare existence being continued by another narrator.
