
The Three Commissioners of Libreville are a body selected to two-year terms to counsel the mayor and administer certain city management functions. The current commissioners are: Juan Gruber Butz (Local Commerce), Shelley North (Culture and Tourism), and Buck Barscewski (Roads and Utilities).
On November 4, 2014, at the appointed hour, lots were drawn for the 2015-16 commissioners. They are: Manual Lecoultre (Local Commerce), Wereburga Sierra (Culture and Tourism), and Celica Arteaga (Roads and Utilities). A ceremony will be held on New Years Eve (December 30, 2014) to pass the medals of office from the current commissioners to the newly selected.
In the Athenian tradition, the Three Commissioners of Libreville are appointed to their two-year terms by the casting of lots. The Commissioners are each responsible for management in one area of local governance (Local Commerce, Culture and Tourism, Roads and Utilities), posted to their position by the Mayor. In the past it had been common to see commissioners serving multiple, and even consecutive terms, but this has since ceased to be the case with the growth of the community and an increase of local interest in politics. Von Escalet's selection in 1982 was the last time that any candidate was on the commission for more than a single term.
Presently, the casting of lots is handled by a central computer, picking at random from the candidate list. Everyone wanting a cozy government job e-mails in their name and address; the computer deletes all multi-entrys so that each candidate has a equal chance of serving a two-year term.
